Off-plan

From handover to the first guest.

Buying off-plan means the first months of a holiday home happen after the keys. Plan them in advance and the unit earns sooner. Here is the sequence, in plain order.

The path

Handover to first guest, step by step.

Timings are indicative and depend on the developer, the building and how ready your paperwork is.

  1. Snagging

Soon after handover, inspect the unit for defects and agree a list with the developer. Do this before furnishing, while access is easy.

  2. DEWA and utilities

Open the electricity and water account. DET asks for a recent DEWA bill with the permit application, and the account takes time to appear, so start early.

  3. Permit paperwork

Gather the title deed or approved sales agreement, your ID, a developer or building No Objection Certificate if needed, and the DEWA bill. DET reviews applications within one business day once submitted correctly.

  4. Furnishing

Order against a list from the operator. Delivery and assembly are often the slowest step, so order before handover when the building allows it.

  5. DET permit

Apply for the unit permit, then classify the unit as standard or deluxe after approval. The permit number goes in every advert.

  6. Photos and listing

Professional photos once the unit is finished, then the listing on the main platforms with the permit number.

Before handover

What to prepare while you wait.

Read the sales agreement and the building rules. Check that holiday homes are allowed and whether a No Objection Certificate is needed.

Choose your route: register the unit yourself with DET, where an individual owner can register up to 8 units, or appoint a DET-licensed operator through a property management letter. We work with a licensed partner on the second route.

Decide the furnishing standard and the budget. We estimate AED 35,000 to AED 50,000 for a 1 or 2-bed starting from empty.

Money and visa

Two things off-plan buyers ask about.

Golden Visa: units bought off-plan count towards the AED 2 million threshold if they are bought from a developer approved by the competent authority. The conditions and the length of the visa are set by the authorities, so check them with the immigration authority before you rely on it.

Registration: off-plan sales are registered with the Dubai Land Department through the Oqood process. The fees and timing depend on the contract, so confirm them with the developer or your adviser.

The checklist

Before the keys arrive.

  • Written confirmation that holiday homes are allowed in the building
  • A No Objection Certificate from the developer or building, if needed
  • Title deed or approved sales agreement, and your ID, ready for DET
  • A plan for the DEWA account as soon as the unit is handed over
  • A furnishing list and budget, agreed with the operator
  • A date window for professional photos
  • The route chosen: your own registration or a licensed operator

Early planning shortens the gap between handover and the first booking, which is time the unit earns nothing. It does not make the numbers better, so run them first: see what units gross and what is left after costs.

What can slow it down

Four common delays, and how to get ahead of them.

Handover dates move

Developers adjust dates. Keep furniture delivery and photo bookings flexible, and confirm them once you have a firm handover date.

Paperwork not ready

The title deed or approved sales agreement, your ID and any No Objection Certificate should be in one folder before you apply. A missing document restarts the clock.

Building rules found late

If the building restricts holiday homes, you want to know before handover, not after you have furnished. Ask the management company in writing.

Furnishing choices

A mixed set of furniture ordered piece by piece takes longer than a package ordered against one list. Agree the list with the operator first.

A new listing also starts without reviews. The first weeks are usually slower while the first guests leave theirs, and pricing is set with that in mind. We say so in the estimate rather than hide it.

FAQ

Questions owners ask first.

How long from handover to the first guest?

It depends on the unit and on how ready you are. The slow steps are usually the utility account and furnishing delivery, so start both before handover. DET reviews a correct application within one business day.

Can I furnish before handover?

Often only partly. Ask the developer when you can enter the unit. Ordering furniture before handover so that it arrives on time is the usual way to save time.

Does an off-plan unit count towards the Golden Visa?

Off-plan units can count if they total at least AED 2 million and are bought from a developer approved by the competent authority. Conditions and the length of the visa are set by the authorities, so check them before you buy.

What is Oqood?

It is the registration of an off-plan sale with the Dubai Land Department. The fees and timing depend on the contract, so confirm them with the developer or your adviser.

Do I need a permit before the first booking?

Yes. All apartments and villas must be registered and approved by DET before listing, and the permit number must appear in your adverts.

Do you guarantee income in the first months?

No. There is no guaranteed rent and no target return. The first weeks are usually slower while the listing builds its first reviews, and we say so in the estimate.

Off-plan? Plan the first month now.

Send the project and the unit. We check the fit before handover.
